New Energy Bill Assistance for Marylanders

Many Marylanders who face civil legal issues, do so because they cannot afford to pay their rent or their utilities. Indeed, the rising cost of energy isn’t just a nuisance; it’s a crisis. While utility companies rake in profits, Marylanders are forced to make impossible choices between heating, cooling, and other essentials, often landing them in court.

Fortunately, there is some relief in sight. On July 1, 2025, Maryland launched a $19 million Customer Relief Fund to help low- and middle-income residents cover skyrocketing utility bills.

This one-time financial assistance, donated by Exelon, the parent company of BGE, Pepco, and Delmarva Power, will be administered through trusted local nonprofit organizations in their respective service areas. It is designed to reach those hit hardest by these unjustified rate hikes.

Governor Wes Moore announced the launch of the Customer Relief Fund, emphasizing the need to get Marylanders relief from “steep bill increases”. Exelon President and CEO Calvin Butler stated that the fund, in addition to existing year-round programs, demonstrates Exelon’s commitment to communities and that they continue to work toward long-term solutions for affordable, reliable, and sustainable energy. BGE President and CEO Tamla Olivier also highlighted their commitment to supporting communities and providing immediate, meaningful assistance.

The United Way of Central Maryland will administer $15 million for BGE customers, while the Salvation Army will administer $2.5 million for Pepco customers. For Delmarva Power customers, $1.5 million will be administered by the Harford Community Action Agency, the Salvation Army, and Shore UP!.

Eligibility varies by utility company. Specific eligibility requirements can be found in the applications linked above. 

In general, those who apply must be in a limited to moderate income household (200-400% of the Federal Poverty Level), have a past-due account balance, along with other qualifiers. Approved one-time grants will range between $250 and $750 for BGE ratepayers, and up to $300 for Pepco and Delmarva Power ratepayers.
