Reena Shah, Executive Director of the Maryland Access to Justice Commission
A long-time advocate of social justice and social change, Reena has served as Executive Director of the Maryland Access to Justice Commission (A2JC) since 2015. She was named by former Attorney General Frosh to chair the legislatively mandated Access to Counsel in Evictions Task Force and previously served as the Vice Chair of the Maryland Attorney General’s COVID-19 Access to Justice Task Force. Under Reena’s leadership, the A2JC has grown its visibility, influence, and capacity through its institutional partnership with the MSBA and other high-level partnerships, including with the Office of the Attorney General. Prior to coming to A2JC, Reena was a staff attorney in the Housing and Consumer Law Unit and then, the first director of the Human Rights Project at Maryland Legal Aid. She went to law school after a few years in public policy and international development, during which period she worked on Capitol Hill for U.S. Senator Barbara Mikulski (D-Md.), in a local Kenyan non-governmental organization, and as a Peace Corps Volunteer in Nepal.
Reena earned a B.A. from The George Washington University, an M.P.A. from Princeton University, and a J.D. from University of Maryland Carey Law School. Reena is active in her community, having served on the boards of the Women’s Law Center of Maryland and Maryland Carey Law School. She was recognized by the Daily Record in 2021 as one of Maryland’s Top 100 Women and is the recipient of the Diane Kinslow Award at Maryland Legal Aid for outstanding service to her clients and the Daily Record’s “Leading Woman” Award. Reena is married with three children. She loves to travel and embraces adventure.

Anna S. Sholl, Esq. Executive Director
Anna Sholl, Esq. is the Executive Director of the MSBA. Anna joined the MSBA in March 2018, and previously served as the MSBA’s Chief Operating Officer. In that role, she worked on a variety of initiatives, including strategic planning, governance reform, revamping MSBA’s core events, and improving overall operational efficiency.
Anna graduated from the University of Baltimore School of Law, summa cum laude, and is an attorney admitted to practice in Maryland. As an attorney, Anna has experience in both small and large firms, and her practice included general/commercial litigation and family law. While in law school, Anna participated in the Community Development Clinic as a Rule 16 attorney advising clients on issues related to the development of tax exempt organizations and cooperatives. In March 2023, Anna received her MBA from University of Maryland Global Campus, and is currently pursuing her Certified Association Executive (CAE) designation from the American Society of Association Executives (ASAE).
Patricia Stockland, Chief Content Officer
Patricia Stockland is the Chief Content Officer for the MSBA and is responsible for shaping the strategic direction of product offerings to support the community.
Her expertise spans creative work and continual improvement across operations. Patricia has led change and growth initiatives as founder and CEO of Kind World Publishing and Consulting, LLC, publisher for Capstone, VP and editor in chief for Lerner Publishing Group, and editorial director for Red Line Editorial, among other roles. She’s authored more than 80 children’s books and edited and concepted numerous others. Patricia holds an M.A. in Literature, a B.A. in English, and a mini-MBA in marketing management, as well as minors in Spanish and European Studies.
Jesse Miller, Chief Marketing Officer
Jesse Miller is the Chief Marketing Officer for the MSBA. She has over 10 years of experience in marketing, communications, social media and events within the non-profit sector in Baltimore. Jesse is a masterful storyteller through many different mediums honed through her years as a professional in the performing arts. Her favorite stories to craft are that with her wonderful husband, three kids at their home in Baltimore City.
Shaoli S. Katana, Esq., Director of Advocacy & Government Relations
Shaoli S. Katana, Esq. is the Director of Advocacy & Government Relations. She coordinates the MSBA’s public advocacy on behalf of over 42,000 attorneys and legal professionals at the administrative, local, state, and federal level, including protecting the profession, promoting the rule of law, and securing access to justice for Marylanders. She ensures positive and effective relations between the State Bar and the Legislature, Executive Branch, Judicial Branch, partners, and stakeholders.

Our Volunteers
Dr. Carolyn Lichtenstein (2020 – Present)
Carolyn has been with A2JC since 2020. She came to us as a retiree with a Ph.D. in statistics who had 30 years of experience managing projects involving surveys, data management, and data analysis. She has helped support A2JC’s Data & Legal Technology Committee and was instrumental in helping create A2JC’s data tools, surveys and more.
Kelli Yates (2020 – 2023)
Kelli is an expert in Tableau, a software used to create data dashboards and tools. She has helped create A2JC’s Story Maps and Housing Data Dashboard.
Nadine Wettstein (2024 – Present)
Nadine Wettstein retired from the Maryland Public Defender’s Office and volunteers with A2JC’s PIL Committee to help raise awareness about civil justice issues and how they affect Marylanders.
Nhu (Celena) Le (2022 – 2023)
Celena is a high school senior at Perry Hall High School, who is volunteering with A2JC from September, 2022 to May, 2023. She joined us because she was interested in promoting justice. Nhu helps with research and uses her skills in communications and design to develop social media posts and one-pagers. She plans to go to college for International Business and travel!
